What the official record confirms

The Department of Immigration and Passports lists an e-passport and automated border control project from July 2018 to June 2028 with an estimated cost of ৳9,038.36 crore 1. Its published scope includes eGates, immigration-checkpoint equipment, a data centre and a disaster recovery centre 4.

On 4 August 2026 Home Minister Salahuddin Ahmed said integrated border management was being put in place to help address human trafficking 2. The statement did not name a supplier, procurement method, fee or contract value 2.

On 13 October 2026 the Cabinet Division published a notice forming a committee to prepare recommendations for improving airport security arrangements 3. The notice title does not name a supplier or connect the committee to a vendor proposal.

What is not confirmed

The official Home Affairs, Cabinet Division, BPPA and government press records found by 19 October do not publish a technical and financial proposal, procurement plan, CCEA recommendation, evaluation report, negotiated agreement, award notice or signed contract for a new vendor-led border system.

Those records do not publish a new passenger fee, state who would pay it, identify a collection channel or give a start date. They do not confirm a 22 October proposal deadline. That date stays on the site's watch list pending a primary record.

What the company says its product can do

Securiport describes its Civil Aviation and Immigration Security Services as a set of border-control products that can process travellers, use biometric hardware and integrate with a client's existing systems 5. This is a company statement about its general product, not proof of Bangladesh's requested scope or acceptance of a proposal.

The company page does not publish a Bangladesh contract, price, passenger fee, data location or project timetable 5. Those facts require Bangladesh government records.

The legal tests if direct procurement is used

Bangladesh's Public Procurement Act starts with open tender and permits direct procurement only on listed grounds 6. It requires approval and a written record of the reasons for choosing another method 6. Section 68 permits a public-interest route for state necessity on a Cabinet Committee on Economic Affairs recommendation 7.

A lawful route and a good-value contract are separate questions. A public review needs the legal ground, technical gap analysis, price benchmark, data terms, beneficial ownership disclosure, approval and award record 6,7.

Data and sovereignty questions

Bangladesh's Personal Data Protection Act 2026 classifies biometric data as sensitive personal data and sets processing, security, disclosure and retention duties 8. The law applies to a future system, but it does not reveal that system's architecture.

No official draft checked states the controller, processor, storage location, access list, retention period, audit method or cross-border transfer terms for the reported proposal. Claims that the data would stay in Bangladesh or leave Bangladesh are not proven by the published primary record.

What happens next

The site will check the Home Affairs, Cabinet Division, BPPA and government press portals after 22 October 2026. The status will change only on a dated official proposal outcome, procurement record, fee order, award notice or signed agreement.

Material based only on unnamed people has been excluded. It will not be added without a public primary record or a decision from Yobos.
